The parking brake is a drum brake on the inside of the rotor. Look on the inside of the rear backing plate close to the axle, you will see a rubber plug, remove the rubber plug and you will see a star wheel like the old time brake shoes, it will turn either direction, one direction tightens and the other loosens. Jack the wheel up and turn until it is tight, back off until it is free.
