Your download speed is determined by the upload speeds of the people you're downloading from and the number of people downloading from them. Your download connection speed (what you buy from your provider) is usually MANY times the speed you're going to download torrents at. If you're seeding (the only thing that will slow you down is not seeding), the only thing you can do to increase your download speed is to choose files that aren't so popular, or that have a lot of seeders and not that many leechers. A file with one, or a few, seeders, and many leechers, isn't going to download quickly. (Torrent wasn't invented to give fast downloads, it's to prevent uploaders from needing a lot of bandwidth. The original idea was that you started the download, then went to sleep, and you'd have the file by the next morning.)
