This looks to me as though it is a very old (even antique) set. I could find nothing anywhere regarding instructions. Perhaps you could try the address shown on this poster as I don't know what else to suggest.
P.S. I just found this info and it seems that they have not operated for many decades but you may find something useful in this article.
