I have a Hampton Bay ceiling fan/light model # 73540 and neither the light or fan works

the wall switch, manual pull chains nor remotes can activate either and I have confirmed that the fan is recieving current going into the reciever but no current is leaving the reciever either to lighting or fan motor.  IS this indication that the remote reciever is at fault and needs to be replaced?
