      Problem is, so many places speak English as the primary language.  There are differences in regions within a country, so "perfect" WHOSE English?

          Ain't no such thing.The language changes with the times.What was grossly incorrect 30 or 40 years ago is now acceptable.I speak what everyone in Australia accepts as clear English,But when I was in America I might as well have been speaking Mandarin.Hardly anyone understood me until I started saying Y'all & so on.
