It will cause your brake drums and shoes to become hot if the shoes are rubbing. Depending on how hard it they are rubbing, it will either wear until there is no longer any friction, or it will smoke and catch fire. Whatever the outcome that kind of heat is not good for the seals around the bearings or plastic air hoses.

Ideally, I have always tried to have at least 1/8" clearance between shoes and drum. That way there is clearance, but there is also adequate ability for the cams to push without a problem.
