Download the free and simple Infraview photo editor at the link. Then open your pic with it and go to 'image', 'resize/resample' and pick the picture size you want. You can also adjust the file size as you save it after resizing to suit your purpose.
I use 800 x 600 for pc viewing. A good file size for email is 800 x 600 = 48 kb, as a pc cannot use any more pixels than that for that picture size.
