      Puberty is generally between the ages of 11 and 14 for boys, at which time sperm production begins.

          Maybe he has Alzheimers and can't remember the date he had it or if he ever had it since he was a boy. Could be his only way of determining when he had it, i.e., "At what age can a boy have sex?"

          A boy can't have sex unless he "takes matters into his own hands!" It takes a man who is truly in love to have sex, with all of the responsibilities therein. Just because you can produce sperm doesn't mean you can produce morality and intelligence.
