Even if you did not change any settings in the BIOS, you should access the BIOS to ensure that webcam is enabled there!
I recommend also following this workaround:
Uninstall the webcam software
Uninstall the VAP
Uninstall all software required the webcam (Skype, etc..)
Now reboot and install the CCLeaner (freeware cleaning software)
Reboot once again.
Start CCleaner and clean the system and registry.
Reboot
Now follow with VAP installation
Reboot
Install the webcam software
Reboot
Test webcam.
