    It is the water that is pushed in on the high tide during the effects of the hurricane.  The water is sucked upwards during the storm and increases the seas, then during the high tides, the amount of water increases as it surges in to the coast.  When it comes into a harbor or cove, it has no place to go so it causes a flood.
