I've never heard of virtual directory or it restricting things on a computer. Are you using a work computer? This is all I could find on virtual directory but I don't think it's what you are looking for http://www.microsoft.com/technet/prodtechnol/WindowsServer2003/Library/IIS/8c110149-8060-4dd7-9bdb-e262c21483dd.mspx?mfr=true
Could it be your firewall restricting access to certain webpages?
