I have a certificate issued by Her Britannic Majesty's Legation, Tokyo, signed by the Charge d'Affaires (William Napier) dated 21 March 1889, enclosing a Japanese Passport for Mr George Stuart, valid for 1 month. Are such documents commonplace? From Mike Monro
