              I think that the one gift fits all idea is not personal enough.  Put a bit of effort into it.  Who likes style?  Who uses tools?  Books?  Cooking something for someone is always a heartfelt gift, when on a budget.  Buying clothing is sometimes difficult, how about jewelry?   Something for the car lover?  These are some ideas off the top of my head.  Good luck...
