    How would I be able to take power of attorney over my mentally ill parent when she does not want to give consent?

    You have to get a lawyer and go to court and prove she is mentally unfit to take care of herself. This is an expensive process. If you love your mother and are truly concerned for her, you will spend the money and not throw her in a facility somewhere just so you can take control of her assets and use them for yourself.  I think she just might be sound enough if she's saying no to you taking control of her life and all she owns. You will need the opinion of more than one doctor to say she can not safely function on her own.
