    That is the specifications within which its actual size is: which means plus or minus 0.1 centimeter. Often, many things are affected by temperature and vary by size somewhat, unless given dimensions at a certain temperature. Often this is called a nominal size, as regardless of what it actually is, it is within the size sought.

    Yeah...that happens at times. I wouldn't do it often though, as somethings I really suck at!

    This term means that a measurement may be inaccurate by a margin of more than 0.1cm or less than 0.1cm. This is a common allowance when measuring metals as they may expand or shrink depending on external heat or weather conditions and hence measurements are quoted to allow for this.
