Give this a shot: scrap as much as possible all the paint that's peeling off....prime the floor with a coat (2 if necessary) of exterior oil based primer....let it dry overnight...then go to Home Depot or Lowes and get yourself a can of the best porch and floor paint they sell (latex is fine)....in your case, the preparation is the most crucial part of the process.....see you in 5-7 years, pal.
