I have a delonghi combi coffee maker BCO 260. When attempting to make espresso, the water does not filter down from the internal watertank

I have unscrewed and cleaned the small round metal filter, but the water still does not get through. Is it possible to remove the boiler filter so I can clean it?  I have attempted to de-scale it, but  the water cannot get out of the boiler to complete the process. Your advice would be appreciated.

Try sticking a pipe cleaner thru the pipe where the water is supposed to come down. If that doesn't work, try running hydrogen peroxide thru it. That'll open just about anything.
