I don't think any person on earth has every felt like a plastic bag drifting through the wind. It's not even possible to feel like that unless you've been one.

It's a metaphoric representation of the bag having had to have been first discarded, to later bring along the feeling of blowing in the wind. To actually be a little more accurate, the statement is a simile, and by having described the bag with human qualities, or having inferred they exist, the desciption almost falls within what is often described as anthropomorphisizing. Anthropomorphisizing is a term to describe when a writer instills life-like qualities into an otherwise inanimate object. Which is often deemed artistic license, and is acceptable. Ask katy if you don't believe me...it's probably making her money as you read this!

It's call creative writing. It's the writers way of expressing the feeling of being so lost in life that they are simply floating along looking for the one thing that makes the difference, that gives them the reason to ground them self, the one thing that they can believe in that will give their life a purpose. In this lyric, what I hear is a person who lost what once grounded them or anchored them and they are floating through life seeking wishing to start again with something or someone who can be a better anchor them. Everyone needs a reason or a purpose to make life worth it. This person is in a moment of sadness having lost what once gave their life purpose. Like a plastic bag just drifting in the wind with no direction or purpose. Lyrics like this are not meant to be taken literally. They are meant to paint a picture in the listeners imagination.
