Your significant other should always be your friend first. What do you want him to act like? You sound too young for sex so don't even expect that. Sex does not make him a better boyfriend. 

The day your boyfriend is no longer your friend is the day you should look for a new boyfriend.  Maybe you are misunderstanding the relationship. 
A friend's daughter hung out with a group of people for a number of years. One of the boys in the group, having NEVER dated her or spent any time "ALONE" with her asked her to marry him.  She said "YES".  That might have been when they shared their first kiss.  MIGHT.  
They are happily married . I expect the marriage to last "til death" do they part.  

if he's been like that for a   long time, then maybe  you just weren't meant for him. Or, maybe he has some hang-ups in that area of touching, kissing,etc a woman. Or maybe in the beginning of the relationship, you were stand-offish, b/c you didn't know if you wanted him or not.So, he picked up your negative vibes. You should prob ask his close friends, or sibs what his game is and how he feels about you.Or ask HIM !

Guiding him into breastfeeding would be an interesting turn…Caught in headlights of a surprisingly forward , suggestive move will force him to flight or self fact check. Either way you’ll know if he is romantically interested in you or not very quickly.
