When you sign up for a PayPal account, PayPal asks for your bank information. When you have to make a payment for something, PayPal takes the money directly from your bank account. Therefore you do not have to put money into your PayPal account. They use the money in your bank account.
You can also ask pay pal to use your credit card to make a payment for something you bought. This is a little more complicated because PayPal prefers to take the money from your bank. They have to apply a fee for credit card transactions, but not for a direct bank debit.
