Obama actually based his healthcare reform off Mitt's healthcare bill that he created for Massachusetts. A bill that is law in that state and still has a 50/50 approval rating. Obama's healthcare reform is fashioned after it but is not identical to it. Mitt has vowed to get Obama's plan removed if he becomes president. So no, Mitt did not give Obama a blueprint.
