In most NE states, the adult needs the license, the children fish off that license. This depends on your state. Call your local fish and game to find out about the fishing laws for your state. 

In the UK  everyone needs a license, we have a junior license for under 16 's full for adults, and a concession license for over 65's all different rates. And a heavy fine if you fish without one.

If they're trying to reel in a 20 lb. fish and appear to be having a lot of trouble, would you honestly decline to give them any assistance?  How about 30 lbs.? 50 lbs.?

Get them short-term (weekend) licenses and don't worry about it. Spend a buck instead of being fined ten.

I don't fish, can't help you with this.

In WV the children wouldn't need one and neither would you as long as you weren't fishing/handling the equipment, but as others have stated it depends on the state your in.
