The school districts in my area have "substitutes" on call. They have applied for the position and are certificated, or in the process of becoming so. Some are retired from the profession. I imagine, were the regular classroom teachers to stage a strike, the subs would be called to fill the vacancies. There may be some who would refuse to "cross the picket line", but plenty who wouldn't give it a second thought.
As far as an actual "company", I don't see the practicality or usefulness of such a business.
