    why electrons moving around nucleus in elliptically

    are you saying that the electron orbit is elliptical?the electron is a bit of a mystery as it is not possible to plot speed and position,there are different "layers" with the more energetic further out and the less energetic closer to the centre of the atom.electrons change position as they gain or lose energy. as far as i am aware the orbit is quite regular due to the positively charged proton and the negatively charged electron keeping the distance stable.
