Inquire with the local police department on their non-emergency line. I don't know your situation, or how extreme it is, but calling the cops isn't always a good neighbor relations thing. Just thought I'd toss that out there for consideration.

this is a neighbor who likes to get out his power saw it seems on sundays and hollidays running it until late evening with no consideration for any of his neighbors
