2010-2011 was the closest I could find.

Within Virginia, the Northern region again had the highest per capita personal income in 2010 at $58,840 (in 2010 dollars), while the Central region had the second-highest ($40,872). At the other end of the spectrum, the Southside and Southwest regions had the lowest per capita personal income at $28,772 and $29,492, respectively.

Between 2002 and 2011, Virginia's per capita income (adjusted to 2011 dollars) grew at a rate of 0.95 percent, compared to the national average of 0.63 percent over the same period. Within Virginia, the Eastern region had the fastest growth rate at 1.78 percent between 2001 and 2010. http://vaperforms.virginia.gov/indicators/economy/personalIncome.php
