Try restarting your computer. Sometimes you have to do that in order for a download to appear.

I have loaded several recipe toolbars, but cannot find any of them.
Then I can not help you. Any tool bars that have loaded correctly will be in your programs. Those tool bars you are trying to load are filled with tracking cookies and things that will slow down your computer. You should never download a toolbar just because it offers something. You can find recipes on line for free just by using Google. To find your programs, go to start > control panel > add/remove programs. Any tool bars you have will be in that list. Good luck.
