I don't think it is so much a disease, but rather a condition where a person's immune system attacks their skin and affects its ability to regenerate. It's not anything contagious though, as being refered to as a disease would suggest, or infer.

Mine went away when I gained control over my allergies.  Once my body was clean of what it considered to be toxins my rashes cleared up.  Be careful with the advice you take as sunshine made mine flair up.
