    The opposite of "All Bets Are OFF,"  which means "It's a sure thing" once all odds have changed to one to one.

    "all bets are on" means that there are differing opinions or answers to the same Q..etc..and until the correct answer is found- everyone's answer can be considered.


    In actual betting- horse racing  "all bets are on" means  the race is about to begin and all betting has been taken into account.  


    It's kind of like "game on".
