You need to take your baby to the pediatrician (baby doctor) first.  If the doctor says OK the baby can fly.  Even at a few weeks old.  Check with the airlines to see their rules.  

Please don't throw your baby out of the window. You should first make sure its grown its flight feathers and is strong enough. If its siblings are flying, chances are it will be flying soon, if not.  perhaps enroll into a certified FAA flight school.  The course is not easy but once it learns navigation, and basic flight skills, It'll take the 4 hour FAA exam and hopefully pass.  it should be ok at that time to throw it out the window.

Happy Flying!  Remember, 'keep your wings level and when the houses keep getting bigger, pull back on the stick..houses keep getting smaller, push forward on the stick..

They should only start flying from the top of buildings when they are five.
