Did you lend your car to someone, or did someone take it? In either case it appears twenty four hours have passed. That would be missing long enough for me to report it missing or stolen with the police. That's what I would do.

It wouldn't surprise me if you couldn't without somehow being connected with the bureau of motor vehicles through a law enforcement agency. There's some degree of privacy expected there, as it is not exactly like people hand out their license plate numbers, telling people to look them up without a specific reason, such as an accident.
