Along with the sites Fishlet gave you, many stores have makeup sections with "specialists" eager and thrilled to tell you how to apply all kinds of makeup.
Personally, I use brushes for the shadows and a cream eye liner pencil. Apply the base, then the shadows (top, lid, middle), the eye liner, and finally the mascara, after "curling" the lashes. I don't use brow pencil, nor do I put mascara on the lower lashes except for "special occasions".
