No...in that instance it sounds as though you have a parking brake cable seized up from lack of lubrication and regular usage. Usually someone who knows where to tap it, can get it to back off with the pressure relieved on the cable.

On some brakes, it could also mean someone screwed up installing the parts for the parking brakes, and they are now stuck untill someone backs them off.

Usually it is no big deal to get it fixed, especially if you have a gaarage that won't soak you to fix it. Someone needs to back off the cable in order to drive it though. Then don't use the parking brake until you get it fixed. Otherwise you'll leave yourself stranded until someone backs it off again.

Ive since found they are drum brakes ...i was advised to remove the wheel and tap the drum at the top and the bottom with a rubber mallet and see if that will help.. :)

..I was able to get assistance...removed the wheel the handbrake was part of the problem locked on, and physically hit the drum at the top and bottom with a mallet, released the taut brake cable ..and the problem was fixed.
