Ive since found they are drum brakes ...i was advised to remove the wheel and tap the drum at the top and the bottom with a rubber mallet and see if that will help.. :)
..I was able to get assistance...removed the wheel the handbrake was part of the problem locked on, and physically hit the drum at the top and bottom with a mallet, released the taut brake cable ..and the problem was fixed.

When is the last time the brakes were serviced? It sounds more as though it is a system in need of the installation of new parts...some things like brake pads wear out eventually.

Thank you for that ...car was serviced approximately one year ago. When I released the handbrake, the car rose up on the rear passenger side, the wheel would not rotate despite the other three wheels revolving. It just remained locked. Unsure, does this mean the brakes have collapsed?

On some brakes, it could also mean someone screwed up installing the parts for the parking brakes, and they are now stuck untill someone backs them off.
Usually it is no big deal to get it fixed, especially if you have a gaarage that won't soak you to fix it. Someone needs to back off the cable in order to drive it though. Then don't use the parking brake until you get it fixed. Otherwise you'll leave yourself stranded until someone backs it off again.
