As Julie has mentioned insurance is a huge obstacle, so are the government minimum standards, i.e certified and qualified staff, facilities, can be extremely expensive, wheelchair access, modified bathrooms, or a specifically designed home etc, you also require certified fire equipment as you do fire and safety equipment, the ongoing cost of keeping staff suitably trained and the constant need to upgrade skill levels to remain a legal service, then of course there are the needs of your "wealthy" clients, (you will find very few are wealthy)what percentage of their pension or benefit do you need to run the facility and pay wages and make a profit?? are there guardians or even the guardianship tribunal involved?have they family involvement (you may need permission to change anything for this person if this is the case. Do they choose with whom they wish to live ? or how would you decide who may get along with whom?I can guarantee there can be a lot of friction if people are not compatible, I had thoughts on opening a small facility myself many years ago, it is truly overwhelming, these are only off the top of my head, but good luck and I wish you success
