        Report the therapist to the state licensing agency.  If what you say is true, it is unethical and possibly illegal.  The agency will investigate.  Urge your friend to get away from her.

            Can't the 29 yr old stop going to therapy and keep well away from the therapist ?If not,  start by making a complaint to the police.Tell them that this woman is harassing, threatening and stalking her, they can serve an AVO on this woman, this enables her to be protected. There will be a court date set and there she can tell the judge what has been happening.
