    what is the best way to mail a letter so that only the receipient can receive it

    by showing picture ID, or other verifying documentation?

    certified mail. they have to sign for it.

    Not true if you add, ID required.

    Send a "singing telegram" and have the performer pass the member a note......

    I thought dad59 had it; but I have been cautioned that a mail carrier who regularly delivers to an address may not ask for picture ID.

    Send it registered mail, ID required, so that only that person can pick it up at the post office. They will have to show ID and sign for it. 

    Easy, Use email.
