I'm am not sure what you mean exactly, but I do know that if your job is unionized, you have rights under your contract.
Management has all of the rights specifies in your contract to run its business, period.
The ONLY right a Union has in that contract, is to force management to abide by the terms of the contract.
If management set a precedent, like say giving you another weeks vacation, it becomes a part of the contract. The Union can then force them to continue to do so.
If you are not unionized, management can do as it pleases.
