    Copper sheeting on a roof will oxidize ... the green colour is referred to as patina.

    The colour denotes a roof made of copper sheeting usually

    I have no idea but, Obama is probably giving the building owners some of  YOUR tax money to go "Green," by growing vegetation to absorb rainwater and provide insulation and creating a habitat for wildlife, all to  help to lower urban air temperatures and mitigate the heat island effect in an effort to save the planet, WBMG
