Murder victim Karen Miller’s family is suing the National Parole Board and Correctional Services
of Canada, contending that they contributed to Karen’s murder in May of 2000.
Donald Falkner, Miller’s common-law husband, was convicted of second-degree murder and
given an automatic life sentence with no chance of parole for 25 years. This was his second
murder conviction. While Miller’s body was never found, her car and trailer, both blood-soaked,
were seen as evidence of the murder.
Karen’s mother Beth Miller, and sister Kendra Miller, claim the parole board and corrections
were “extremely negligent” for failing to warn the family of Falkner’s violent past.
"I feel if his parole officer had been doing her job, my daughter would be here today," Miller said.
"We have found through all of this things we should have been told and weren't. I honestly
believe Karen didn't know the whole story."
Falkner was convicted for the 1988 murder of his then-mother-in-law, and was living at a
halfway house when the second murder took place. Karen Miller’s six-year-old daughter Kayla
is being cared for by Kendra Miller, the victim’s sister.
In February, a similar suit was filed by the widow of a William Abramenko, who was allegedly
murdered by a man staying at the same halfway house as Falkner. Gladys Abramenko feels
that in addition to the accused, Eric Fish, the parole board, the correctional service, the John
Howard Society and the RCMP played a role in her husband’s death.
