It may be that they are considered pests and are being culled!I also heard that on New Years' eve when fireworks were set off in N.Y.City a nearby marsh was encompassed by the toxic fallout resulting in the deaths of many Starlings and other species of marshland birds!Check out this link about culling Starlings>>>http://audubon-omaha.org/bestofbbml/starling4.htm
