The voltage in cars is standardized  at 12 Volt (4 to 20 MI) DC, so i would not see a problem

In buildings however  there IS a problem.

The USA the standard voltage is 120/240 60 Hz

Most of Europe uses 230/460 50 Hz.

I'm not sure about England, but you can purchase a converter over there

If you are charging a cell phone, while cell phones do work in England and other countries, cell phones from different companies and countries use different frequencies and signals, so your phone will have to use the signal used in England or whatever country you visit.

I use a satellite phone to reach my network, rather than a cell phone for that reason.
