      Instead of pulling up on the directional signal like you you would with many vehicles, have you tried pushing it in the opposite direction? (down/forward)

        Depends on the model.Usually the turn signal control moves left or right to signal a turn & forward & back to select hi or low beam.Some models you just flick the handle back for hi 7 back again for low.

            Remember when the windshield washer was a rubber bulb under the floor mat which you stepped on to spray the water? Can't remember the model nor year.
