      Could be the in tank fuel pump. That's where I would start.

        Ditto Colleen's answer.Also there is a possibility that your fuel pickup line has broken off inside the tank or something is giving it bouyancy causing it to float upwards.This is not good news as it usually means the tank has to be removed to repair it.
