The definitions of meter and second changes through the year due to the decisions of the CGPM (General Conference on Weights and Measures) after it examines a report made by the International Committee for Weights and Measures (CIPM). After receiving the report the CGPM may change their definitions to different units in order to ensure the improvement of the International System of Units (SI).
