You can create file associations from any windows explorer type window.
Open MY Documents or My Computer for instance. Click Tools > Folder Options > File Types >
Find the file extension that you want to make an association for...in the case of internet explorer...html, or php for example. Click Change > to browse to find the program you want to associate with the file type or select the program from a list provided. If you have to browse for Internet Explorer.....in Program Files > Internet Explorer > iexplorer.exe
