    how causes vibration at low speed

    Typically it is caused by a worn bushing, shaft, or bad bearing, and whatever it is that is doing the turning, isn't turning fast enough for the slight weight difference on its opposing sides to balance out. It usually indicates it's time to get it fixed before it does more damage.
