I guess that would depend on when you want to consider it in its natural state, as although it might take a while (millions of years) to go through its cycle, the upper most level is bound to evaporate, condense, and then come back down in the form of rain with no salt in it. It might take millions of years, but I would assume all of it would eventually cycle through with the flow of the oceans at one time or another.
