I am not familiar with whatever the valve is attached to. But, it does sound like it is a type of check valve. Many business settings are required to have back flow valves in water lines to prevent the possibility of a back flow contaminating a water source with contaminants. Regular water wells have them in-line to maintain pressure for below ground pumps, and also have them for above ground pumps to maintain their prime.
It would probably be simplest to just change out the valve. The important thing you would want to remember is installing the replacement with the arrow on its side pointed toward the direction the water flows. A new valve would eliminate the possibility of mineral deposits being the cause of the failure of the original valve, and also assure that it was seating properly.
