how long has a person who is disabled allowed to purchase a parking ticket ?

Recently i received a fine from excel parking stating. i had stayed in their car park for 19 mins. This was because my husband was picking packages up from Argos, i just pulled into a space so i wouldn't cause a nuisance to other drivers. I never left the car and never turned off my engine, so i wasn't parked really, it was not a disabled bay even tho i am disabled i didn't need to use it as i thought my husband wouldn't be 5 mins. Anyone know where i stand on this ??

If you used a space, then they see that as a space someone else could have used and they could have made rent off of. If your husband was taking too long, you could have circled the parking lot I suppose but legally, you did use a space so you do have to pay the parking ticket.

If you are in your car with the engine running but are parked and drinking alcohol, then you can still be charged for drunk driving, even though you were not actually driving at the time. This is kind of the same reasoning you are using for not really being parked. 19 minutes is a long time to not really be parked.
